Meet our Administrative Team!
Principal, Dr. Pamela Cain
Greetings, Dowell Community!
I am Dr. Pamela Cain, and I am proud to serve as the principal of Dowell Elementary School. It is an honor to lead such an exceptional school community—one filled with meaningful opportunities for our students, staff, and families.
At Dowell, we are committed to academic excellence and the well-being of every child. As a Cobb County Arts Integration Certified and STEAM Certified School, we provide standards-based instruction enriched through visual arts, music, drama, and dance. This creative approach promotes deeper learning, critical thinking, collaboration, and joyful engagement in every classroom.
With 29 years of experience in the Cobb County School District, I bring a deep passion for education and a strong commitment to helping every student grow and succeed. Throughout my career, I have served as a classroom teacher, Area Lead Teacher, Assistant Administrator, and Assistant Principal at both the elementary and middle school levels. This year marks my 12th year as a principal in the district and my second year at Dowell.
I hold degrees in Early Childhood Education and Educational Leadership from Kennesaw State University, the University of West Georgia, and Capella University. Each of these experiences has helped prepare me to lead with compassion, purpose, and high expectations.
As principal, I am dedicated to fostering a learning environment that is rigorous, relevant, creative, and rooted in respect and kindness. I value the important partnership between home and school, and I look forward to working alongside you to make this a successful and meaningful year for every student.
Here’s to a wonderful year of learning, growth, and creativity at Dowell—where Dolphins thrive and make an IMPACT!
Warmly,
Dr. Pamela Cain

Hello, Dowell Community!
My name is Dr. Tina Clark, and I am excited to begin my fourth year at Dowell Elementary School. I look forward to continuing to serve our students, teachers, staff, and families while making a positive impact in our school community. This year also marks my seventh year serving as an Assistant Principal in the Cobb County School District.
Throughout my more than 20 years in education, I have been blessed with opportunities to learn and grow through my studies at Clark Atlanta University (B.A. in Early Childhood Education), Central Michigan University (M.Ed. in Adult Education and Curriculum), Berry College (Ed.S. in School Leadership), and the University of West Georgia, where I earned my Doctorate in School Improvement and School Leadership.
Over the course of my career in Cobb County, I have had the privilege of serving in a variety of roles, including classroom teacher for grades 2–5, Academic Coach, Early Intervention Program (EIP) teacher, and Student Leadership Intern. Each of these experiences has strengthened my passion for supporting student achievement and teacher development.
I am deeply committed to building strong relationships with students, families, and staff; mentoring and supporting teachers; and fostering a learning environment where every child feels valued, challenged, and empowered to succeed. Collaboration, continuous growth, and a steadfast commitment to doing what is best for students are at the heart of everything I do.
I am looking forward to another outstanding year of learning, growth, and achievement as we work together to make a lasting IMPACT on student success.
Let's make it a great year—Go Dolphins!

Assistant Principal, Amy Riggins
Hi Dowell Family,
I am Amy Riggins, and I am one of your proud Assistant Principals. This year marks my 29th year in education and my 13th as a Dowell Dolphin. I feel so fortunate to be part of such a strong community, and I love serving our people-big and small.
Over my career I have served as a classroom teacher, Learner Support Strategist, Instructional Lead Teacher, Area Lead Teacher, Academic Coach and Assistant Principal. These opportunities along with degrees in Elementary Education, Curriculum and Instruction, and Educational Leadership have allowed me to grow in the areas of instruction and leadership.
I believe that strong relationships help create a safe environment where children feel like they can take chances. In turn, they learn lessons that help them become well-rounded and successful. Most importantly, they learn to love learning!
I look forward to creating tomorrow alongside the amazing adults and children in our building!
